Videotape Duplication

CIS offers limited tape duplication and video to DVD services for instructional purposes. Tape can usually be duplicated within a week, depending on the number of duplications and the number of pending requests. CIS has the equipment to duplicate a tape to or from other televisions standards. Tape duplications are completed in the order in which they arrive.

CIS MultiMedia can duplicate original videotapes from VHS, 3/4" U-Matic, 8mm, and Betamax (I, II, III) formats to VHS format. CIS can convert between U.S. (NTSC) and foreign (PAL, SECAM) standards in the VHS format.

National and International Copyright laws require written permission from the copyright holder before CIS can duplicate any copyright protected material, including, but not limited to, television programs (both off-air and cable), movies, rental tapes, and other commercially produced tapes. The law protects all content preserved in the medium.

NOTE: Copyright laws and intellectual property rights are not the same.
Videotape duplication requests are submitted at Kuykendall 103 during normal CIS business hours.

     Monday through Friday, 7:45 a.m. to 4:30 p.m.


Videotape Formats and Speeds

UH Manoa faculty and staff may request videotape duplication between the following NTSC formats and speeds. CIS complies with national and international copyright laws.
NOTES:  CIS can not duplicate directly from an 8mm tape format to another 8mm tape format.

CIS can duplicate tapes between NTSC and other standards only in the VHS format.

CIS will support Beta, 3/4" U-Matic, and 8mm or Hi 8 formats as long as the current equipment remains in working condition.

CIS and the Copyright Law

  • Both the United States and International copyright laws govern the making of copies and reproduction of copyright protected materials.
  • Copyright protection applies to printed and non-printed materials, including computer data, whether that material is registered and displaying the symbol © or not.

  • Examples of protected original material include handwritten, typed, or wordprocessed documents; video or audio recordings; and data saved to a disk.
  • Material protected by the Copyright laws may not be duplicated without written permission from the copyright holder.
  • Specific laws apply to different media. Additional information is available from the CIS MultiMedia Office.
  • The U.S. Copyright Office Home Page has more information.
  • Infringement of copyright laws can result in damage awards of up to $100,000 plus legal fees for each infringement.
  • CIS reserves the right to refuse to accept a duplication order if, in its judgment, fulfillment of the order would involve violation of copyright law.

World Standards Conversion

Video standards from many other countries can not be played on a U.S. VCR. NTSC is the current video standard in the United States, while PAL and SECAM are common in other countries. CIS can convert videotapes to and from various video standards in the VHS format only. If you travel abroad and need to know a particular country's video standard, inquire with CIS Multimedia staff.

Eligibility

The CIS video duplication services are available to faculty and staff of the University of Hawai'i at Manoa.

Student Customers

Students must have their instructor make the request for tape duplication.  The original tape must be related to a class assignment.  Requests for multiple copies for general distribution will not be honored.

Purposes of Recordings

CIS duplicates videotapes for university-related functions only (classroom instruction, departmental, or research usage). The Center cannot duplicate videotapes for personal use. If a tape duplication is perceived by CIS as being personal in nature (e.g., "home movies," weddings, parties), the duplication will be stopped immediately and the customer notified to pick up the tapes.

Copyright Clearance

All Federal and International copyright laws and University of Hawai'i policies will be followed. If a videotape contains copyrighted material, it is the customer's responsibility, not the Center's, to obtain written permission from the copyright holder in advance. A faxed copy of the document providing permission is acceptable. Copyright releases may be transmitted by electronic mail, however the copyright holder must be clearly identifiable in the message header information. Identification of the copyright holder by the signature information is not sufficient.

Blank Videotapes

Customers provide the blank videotapes.

DVD Regional Encoding

DVD discs can be coded differently for different international regions. Regional DVD coding is not the same as encryption. Encryption is used to prevent making copies. Regional coding ensures that a DVD can be played only in the international region for which it was made. The coding was designed to protect theatrical distribution in international markets. Regional codes are entirely optional for the maker of a DVD disc. A disc released with codes for specific regions is playable only in those regions. CIS will honor the disc maker's codes.
